closing force for o-rings

in static face sealing situation(two flanges)when there is no internal pressure(just oil hydrostataic pres.)how much force must be applied by bolts to make sure that the oring seals the faces.because of ISO9000 i need a refference for my calculations.

That force is simply zero: when the flange faces come into contact, the Oring is correctly settled and any higher force will go into contact force between flanges with no effect on the gasket.
Your reference is in ASME VIII Div.1 App.2 or any other flange calculation procedure for pressure vessels: the value of y (gasket seating stress or pressure) is zero for Orings. prex
