cleaning the rusted steel pannel

which type of cleaner (chamical &phisical property) that can i use for cleaning, stopping the rusted area before ipainting with epoxy???

Both are used widely. What are the dimensions? Access to abrasive blasting equipment or a tank to immerse in acid?

Typical Environments Im 2 / C5-M / C4 ?
Is it carbon steel ? Stainless Steel ... ?
What is the geometry of the steel ? ( Plate / Pipe ...)

the type of plate - pressure vessel - carbon steel A516 , or A573 , contain Lpg liquid < thr rusted area external becouse of wet weather
