clarification on composite tolerance of radial hole pattern

Hi,

I am actually having a problem in understanding how composite and multiple single frame positional tolerance would work out on a radial hole pattern. Especially if the pattern is placed on a cylindrical FOS that has the axis designated as a datum feature of size for locating the radial pattern. please help
