Checking inclusion content of weld filler material

Has anyone ever added an ASTM E45 inclusion testing spec to their weld filler wire specification? I got a bad batch of consumable inserts that had high inclusion content and ruined a bunch of tubing welds. I would like to add some test requirement to our filler spec, but I don't know if major weld wire suppliers have ever faced this type of testing before, and how much push-back I'll get. Thanks.

So are you buying tons of filler at once?
How tight is your QVL?
Sound more like an audit and inspect situation than requiring special testing.
We only bought weld wire made by two suppliers. Period.
 
Adding such a clause in your purchase order would eliminate all local, small time manufacturers and only those big two or maybe three at most would remain.
