I have a drawing that uses an arrangement in the assembly. I need to create a new drawing basically identical to it but I need to use a different arrangement for the drawing to referance. Is there a way I can save as the current drawing to my new drawing and then change the arrangement so that the new drawing uses the proper arrangement?

If you're using the Mater Model approach, yes. Just do the Save-As, open the Assembly Navigator, select the Assembly node, press MB3 and select...
Arrangements -> <desired arrangement>
...and re-save your Drawing file.

You can not change drawing view arrangement that it references once a view is created. There is the Default arrangement on your first base view caveat. You can create new views that the reference different arrangements. This is the second post I have saw on this topic in the last two weeks.

I am using the master assembly approach. I have multiple drawings tied to one assembly. I need to make a new drawing with a new part number that is dimensionally the same as the current drawing. The differance will be visual with some different parts. So the current arrangement needs to stay with the current drawing. The new drawing will need to tie to a new arrangement. That is why I would like to be able to change what arrangement the drawing is referencing.

The drawing views will only update to the arrangement if you used the default arrangement in the first base view.

The original drawing, I will call it A, was built from the assembly with the specification model set to the default arrangement. The base view was created and the arrangement, I will call it 1, was picked. Another drawing, B, was created using arrangement 2. Now I need a new drawing,C, that will be layed out exactly like A, but it needs to use arrangement 3. What I would like to have been able to do was a save as of A and save it as C. I can do that and C will use arrangement 1, at this point I need it to change it so it uses arrangement 3, but it does not allow me to change the arrangement that the views see as the driving arrangement. Theefore the only option that I see available is to delete the views and recreate all of them by having the first newly placed view reference arrangement 3.

That's NOT how NX was designed to work.
If you want all of the views on a Drawing to represent a certain Arrangement, simply create the drawing using the default Assembly and then, from within the Drawing file, go to the Assembly Navigator and select the desired Arrangement and then update your views. Now you will have the flexibility to do a Save-As at a later date and then switch to a different Arrangement.
What you're doing now was intended to allow users to place ADDITIONAL views on a Drawing showing the Assembly with a DIFFERENT Arrangement than the original views are showing. It was intended for when you wish to see the same Assembly on the same Drawing, but with the secondary views showing an ALTERNATE or DIFFERENT Arrangement than what the main Drawing views show. If you go this route with your original views, then you have no choice but to start over from scratch.

If you want all of the views on a Drawing to represent a certain Arrangement, simply create the drawing using the default Assembly and then, from within the Drawing file, go to the Assembly Navigator and select the desired Arrangement and then update your views. I need to update my response from last Friday...
A more accurate response would be that this is not an application accessibility issue. Replace Component can be used, while in Drafting, as a viable operation when working with Assembly Components. However, it cannot be used on Drafting Components. Replace Component was removed within Drafting for Drafting Components only.
We understand that for some customers this is a desirable workflow and therefore plan to support this in the future. Hope this helps.
