Centering of gear for DBSE measurement.

Referring to API 613 gearboxes.
1. Why gearbox suppliers do not supply special tools for centering the gear for DBSE (distance between shaft end) measurement ?
2. Refer to attached picture , on the thrust bearing end , the gear can be centered by positioning the shaft midway of the total clearance of the thrust bearing. However on the free end, what is the best way to determine the center position of the gear ?
