Angel? In NX?
Seriously, give us some images because you obviously used wrong term to explain what you need.

So is what you want, the center mark on a drawing will be rotated a specific angle ?

ANGLE! LOL... now I fell so stupid...
Is it excuse that English is not my native language?

In drafting go to expressions, make "angle" (or what ever name you want) expression, measure angle between vertical or horisontal and line you want to align center mart to.
In center mark menu expand settings, expand angle, uncheck "inherit angle from view" and type "angle" (or what ever name you used in expression) press enter. This will rotate center mark couner clocwise for measured angle.
If it is no aligned you measured angle clockwise, and just type 360-angle (or what ever name you used in expression) and it will be correct.

only go through the hassle of creating an expression, as mentioned above, if the angle is expected to change

Yes... Jerry is right, if angle will not change just measure it and put value in that field.

Sorry Guys...
I'm Late to the party,

It was a typing mistake...."ANGLE"
