Cement Lined Pipe Maximum Deflection

Hello Engineers,

First, sorry for my bad english, I have a question to ask,
I have 24" pipeline with cement lining inside of it, this pipe will be buried underground, the joint method is lifting up the pipe at one side to provide enough space for welding with another pipe. after the pipe is joined then its laid down, it is continued for each pipe until we reach around 2 km long,

is there any equation to determine the height of pipe lifting at one side (deflection) so the cement lining inside of it will not crack, please help
