carbon equivalent number

What exactly is the significance of carbon equivalent number calculated for a given steel from individual percentages such as MN, CR, MO, V, CU, NI etc. ?

The significance of CE is to evaluate weldability of the steel due to alloy additions, and to determine requirements for preheat and PWHT.
