KVR make 'carbon fibre' brake pads. They may be able to help. I'm aware that carbon pad on steel disc is not what you want, andf I suspect most pads contain carbon anyway. Good marketing move anyway, by KVP.
You are aware that F1 clutches are multiplate jobbies, like a motorbike, not a single plate design?
I suppose that that carbon/carbon means a composite material having carbon fibers laid per some logic (giving a strength to the material-clutch, something like steel wires in a radial tire) and carbon matrix (holding those fibers in place – analogue to a radial tire rubber, having a good friction coefficient and capable of sustaining high temperatures, I suspect).
Therefore my “expert” guess will be that you should search for some carbon/carbon composite manufacturers and bug them.
