Can't make diameter dimension go across the circle 1

I can't find the place to change the diameter dimension from a small arrow on the outside of a circle to one which also has a line going across to the other side.

Or, if you click on the dimension and then right-click, DimText position comes up. take "move text alone" and move it were you want it.
