Dimension tangent snap point on geometry ............................ 3

How could I pick-up the tangent points off the dimension shown in the picture?

Depends if the arc is a circle, ellipse, Polyline, Spline, etc
MID might work, if all else fails draw a horizontal line and use INT.

If you don't want it switched on all the time, you can type "QUA" at the command line while you are in the dimension command, before you place the leaders. This overrides the other snaps to Quadrant while you place the leader, then goes back to normal.
