Can someone tell me the safety issue if there is a missing bolt on the flame arrestor of a glycol dehy? I have included a pic.

Ate they missing, or are they broken?

Missing, isn't a problem, broken off threaded studs one wonders why, and would warrant investigation.

Think there are two missing.

They look rather weedy bolts so clearly this isn't under significant pressure but impossible without a drawing to see why this plate should be connected and what it is covering.

Remember - More details = better answers
Also: If you get a response it's polite to respond to it.
 
The "Safety Issue" of missing bolts may not be the biggest threat to your operation.

If there is an accident involving this component (or even any nearby component) lawyers and legal assistants will descend on the site and look for any evidence of poor maintenance. Even if there is no evidence that the missing bolts caused a problem, cold blooded attorneys will point the missing bolt holes as "bona-fide evidence of the lack of competent maintenance"

Bolts are cheap ....
