3 phase separator, oil bucket front and water weir at the same height

Hi All,
There is a 3 phase separator with oil bucket and water weir "accidentally" set at the same level. The water weir is supposed to be a bit lower to let water enter the water chamber from under the bucket. Have anyone experienced this and how did you solve it...How can one solve this problem without decommissioning and opening the vessel to reduce the weir height of the water weir? SEE DIAGRAM ATTACHED

Also missing a connection between the light phase (bottom) and the water section.
To me you should consider building a new one with a proper design.

At the outset, I dont see anything conceptually wrong with this arrangement. Do the maths on this and you'll see how / why.
 
What does this look like in view down.

Does the high point on the oil bucket stretch all the way across?

Don't forget your oil sits above the water.

How are the levels controlled?
