Can I use FEA under asme Vlll div1?..

Can I perform one design of a pressure vessel under div 1 but using FEA?....why no?...(in case)....

You must follow the mandatory rules in ASME-VIII-1. You can supplement the rules in ASME-VIII-1 but you cannot replace the mandatory rules with your own.
 
Look at U2g. If the rules in Div 1 do not cover the geometry, you need to do something that provides an equivalent margin of safety. One common method is to use finite element analysis, evaluated per Section VIII, Div 2, Appendix 4, using the Section VIII Div 1 allowable stresses.
You cannot use FEA to do something different from the basic equations (e.g. for a cylinder under internal pressure), either with Div 1 or with Div 2.
