Can I use En (European) materials for ASME-I boilers for repair works?

I know it is not allowed to use any other materials for ASME-I design other than ASME - II Part D. But from my understanding, the repair jobs are done to NBIC -part 3. Due to difficulties in sourcing ASME materials for a very short length tube, I'm contemplating using EN materials. I was just wondering whether is it allowed or not? Thanks for reading.
