Or to get the measurement (which may slow things down a bit) out of the dragging loop, you might consider just using an appropriate formula in the expression for the second angular constraint to get the ratio you're after.
Just set the value of the second expression to be double (or triple, or whatever ratio) of the value of the expression driving the first angular constraint, if constrained from a parallel reference, or the ratio +/- an offset if the references are not parallel.
