In Pro-Engineer you can have drawing views already in place with dimensions then go into the model and cut a section and then go back to the drawing view right mouse click on it and click properties, section and turn it into a section view and then add the arrows to the parent view you done dimensions still in place.

How do you do this in Solidworks? So far I have to cut a section in the drawing only and then place the view. I have read where you can move dimensions using the "shift key" and dragging the dimensions to the new location.

Similar in SW except you have to create a config of the model, create the section cut, then right-click the drawing view and change the config to the sectioned model.
SW does not create a false section (cut) line in the parent view though. You would have to do that manually.
