Can 1.5 Tesla manipulate grain structure? 2

I'm looking for a reasonable strength magnetic field for manipulating grain structures in Si steels.

This paper claims significant results with a 30 Tesla field. I'm looking at similar results with 1.5T. Any thoughts or suggestions?
 
the change in free energy is proportional to the field, so the answer is yes, but not necessarily as fast

The alloy would need to be modified to be very sensitive to this effect, otherwise the times would be very long.
The paper gives some ideas about what chemistry modifications will be required.
There are a lot of hard magnetic alloys that have a transformation/decompsition that can be influenced by external fields.

I will mainly be working with 43XX series, modified. 2.0% silicon, 2.0% nickel, in thin cross sections.
