In years past, the facility had to shut-in to perform inspections on the dry oil tank. However, we are trying to find ways to bypass the DOT so we do not stop production. What criteria must be considered when evaluating if the DOT can be bypassed (ie. RVP, dew point, etc.) There is a bulk oil treater/degasser upstream and booster LACT pumps on the discharge. We also have a test FWKO/separator and production FWKO/separator.
 
Running your process by allowing extreme variations in control values isn't something I would want to do when certain parts of the system are down for maintenance. Evaluate that route carefully.

The easiest way would be to have a secondary tank with enough storage to hold your dry oil flow rate needed x time. Time being the length of time the primary tank will be out of service.

Depends on your contractual commitments and what happens if the online sensors reach a point where you need to shut in.

Why do you have a tank in the first place? Is this required for testing or do you have variable flows?

Presume you plan to take suction direct from degasser during this bypass mode ? Residence time between LAL and LAH, with LACT pumps running full speed, must be much lower during bypass mode - does that not worry you ?
