Butane as a blanket gas?

I have a client that wants to use butane as a blanket gas for an API-650 floating roof tank containing #6 Fuel Oil. Does this sound right? I usually see something inert like nitrogen being used, not a flammable hydrocarbon.
 
Fuel gas blanketing is common, have never seen butane used.
 
Why is a blanketing gas needed for a tank containg No.6 fuel oil..???

 
Not sure on the reason for blanketing fuel oil but I have seen gas used as a blanket where nitrogen was not available. Still better to have a gas blanketing than air! Is the tank in a remote location?
