boot in pressure vessel

usually I have seen boot which is manufactured by pipe but recently I faced to a new subject in drum because the boot was designed with a boot which should be constructed by plate and with plate forming same as manufacturing vessel .
the thk. which was mentioned for shell of boot 8.4 mm and for head of boot 8.4 mm.
I was surprised because did not see before boot which is manufacture by plate.
as I know usually boots are manufacture by pipe .
why and when this type of boot is construct ?

The boot material is typically selected on the cost basis, not code or standard's prescriptive rules. If your cost of manufacturing the boot using plate material is cheaper than using pipe, then you use plate (and viceversa).

typically 12" diameter and above, if shop has no pipe ready for use, they will just grasp a plate from trash can (just kidding)or back yard, roll and weld the boot for you. It has been done millions of times. Don't get surprised.
 
And remember, some pipe is plate rolled and welded (ERW).
