Bonding agent for fresh and hardened concrete (ACI) 1

Hello all,
What does ACI say about placement of fresh concrete against hardened concrete? Is it necessary to apply a bonding agent or surface roughening is enough. Please provide any clause by ACI which talks about requirement of bonding agent.

Roughening and Saturated Surfacey Dry SSD is enough per this good book Concrete Repair and Maintenance by Peter Emmons. In fact he goes further to say bonding agent often becomes debonding agent when not installed properly. There is also an ACI webinar in youtube where he talks about it.
