Bolt loading and impacting

I need to know where I can find some device that will load (4) 1/4-28*1.5" SHCS that are 90 deg in a 4" array. After they are loaded they need to be impacted tight. I will need to vary the torque on the bolts, but should be in the range of 20-50 lbs. I'm looking at a cycle time of 30 secs.

50 ft lbs will probably break you bolts.
What kind of budget do you have?
Do you have to use socket head cap screws?
 
I am guessing on the torque...so it might be closer to 10-20 lbs. I am just getting an idea right now so I have not really thought of the budget. I would like to keep it in the range of less than 15-20K. I don't have to use SHCS.
 
Just curious. Why do the bolts "need" to be "impacted" tight?
 
the bolts need to be tightened... with some kind of method, by impacting or something.
