Bolt Holes in Steel Columns - drilled in error

I have a project where numerous bolt holes in columns were drilled to support girders, all everywhere, at the wrong elevations. I see no problem in just installing bolts in these holes, and re-drilling in the right locations. Any problems with this.

The other alternative for the holes is to add new plates around these locations and fastening using these holes, and let stress go thru the plates.
Which procedure is recommended.

The final decision requires some more information than we have here (loads, D/C, axial only or moment frames). But for most columns, bad holes "far" from the correct hole locations, I'd be fine stuffing them with bolts. I can only see the need for doubler plates if you have high demand, egregious bad hole placement, or had really really optimized your column sizes.

I would be fine with this in most cases. Why would one fill the holes with bolts? Aesthetics?

I like to debate structural engineering theory -- a lot. If I challenge you on something, know that I'm doing so because I respect your opinion enough to either change it or adopt it.

In some loading conditions, fatigue and fracture considerations might require a tensioned high-strength bolt, but that seems unlikely here.
 
As long as the holes are not too close together and/or don't jeopardize the integrity of section, leave them alone.
 
Yeah, mostly stuffing for aesthetics, rarely also to preserve compression capacity if controlled by yield, or to inhibit corrosion.
