Block Foundation ("short pile"?)

Quick question on a foundation alternative:
I'm trying to size a foundation for a structure that typically needs 20'~25' deep pile (portal frames). Due to certain site restrictions, I can only go 7' deep below. Geotech is recommending a "block foundation". Is this more or less of a "pad" foundation or still somewhat of a pile?. I was even looking into "short piles" with caps, but that just seemed odd. Any advice will be greatly appreciated as always.
 
Was the geotech possibly referring to a combined footing, or maybe to a pair of footings connected by a strap? Otherwise, he might have been referring to a mat foundation. Hard to say without knowing the number and spacings of the footings you are talking about. Knowing that would narrow down the list of feasible, practical possibilities.
