Not at all surprised reading it, for I have seen it happen last October when I visited China. I had been as an inspector for some steel parts, the local inspectors from reputed international agencies were very slack in their jobs,their rates were low, and should I say pliable.
It is not that,it does not happen in India,but that is more in the government sector and less in the private sector.

Years ago in the UK the Ministry of Defence operated a "cost-plus" procurement scheme. Often resident MOD inspectors were installed in manufacturing facilities with the responsibility for countersigning against costs. They were feared for their intransigence until such time as they were "plied" with generosity from the manufacturer at which point they became very pliable! The UK press never bothered to research or report this and it went on unabated until the MOD adopted fixed-price competitive tendering.
This is corruption and its found all over the world. Arunmrao may be right about it being more prevalent in government than private sectors, but in the latter its not so much lowly poorly paid inspectors who practice it but the bigger fish (sharks?)found much higher up the food chain!
