Binding perlite with fire resistant material

I am trying to bind exfoliated mica (perlite) to create a lightweight panel rthat will retain the perlite properties. Have tried mixing Sodium silicate and oven baking but the resultant "brick" is still very weak and crumbs easily - any suggestions??
 
Try paper pulp ( waste product of paper industry ). Surface
may be impregnated e.g. with paraffin. I would be interested in the result.
