If you're asking the fastest way to model text in UG, then at this point in time, it's by using Wiedemann Engineering's True Type UG. Home page: About $1,000 for one seat.
Now, before going that far, you should know that UG will be adding modeled text as a standard modeling function. Don't expect it to be much in NX3, but as it matures, it should be quite robust.
