bending A307 anchor bolts

Please direct me to the right publication. One that decribes the acceptable bend ratio of hex head anchor bolts into CMU/Concrete. These are for the ledger angles and bearing plates. The bolts are between .75" & 1.250" dia X (between) 9" and 12" in length.
I have read ASTM's A36, A307. CBC ch 22A, a little in ACI 318 as well. No information yet.
The contractor wants to bend these to avoid any interfearing rebar. The Spec says "NO!"
I need to educate myself prior to going to the S.E.Of Record.

If the spec says no, then my answer is no.

Offsets in anchor bolts (A307 is not the right spec for anchor bolts) will result in unpredictable performance.

Why is the rebar not being adjusted?
 
Please define "acceptable bend ratio".

If the bolts are not straight, then resolution of the forces is not a straightforward problem.

TX, A307 is what is spificied for the bolts. (mild steel machine bolts). The rebar is being adjusted as opposed to bending the bolts.

JLNJ, Re: "acceptable bend ratio"... elsewhere in the plans regarding the "top plate", the SE notes a maximum bend ratio of 2:12 on these bolts. These are also A307.

A307 is the correct ASTM standard, F1554 are the preferred anchor bolt but not everyone uses or wants to buy them.
