Bend only a portion of a part

I'm trying to bend a model using Spinal Bend, but I only want to bend a portion of the part. I've made an example that ended up looking kind of like a manatee...


So this is what I have:

And this is what happens when I perform my spinal bend. Thing is, I only want the front tab (or flipper) to bend. I don't want the tail to bend. Is there any way to accomplish this without making half of the part, bending it, and then making the other half of the part?

I've used good old MS Paint to make a composite image to show what I want, just in case there is a lack of clarity anywhere. Thanks for looking!

You can use "Flatten Quilt Deformation" feature in Creo.I attached the part .(Creo1 file)

I am very interested in this technique. Could you make me a file in WF5 or give me some instruction. I have worked on this in the past and was unable to get the result I wanted.

Ever work with pro composite? Does that even still exist?
Having the model is a huge advantage some times.
