Battery room layout

Per article 1.2.4 of EPA-1994 Code of Federal Regulations 40, published in "Codes update for battery rooms" by the "Power Quality" few years ago "dead ends aisles longer than 6 feet are not permitted".

Is this code enforced? Are you aware of other codes/requlations which require not to have dead end aisles in battery rooms? The requirement not to have dead ends makes sense and I would interested in other applicable codes and regulations to justify my design.

Workplace safety codes commonly are not enforced until there's an accident. Compliance remains the owner's responsibility.

This seems to make a lot of sense, but I've never heard of it being enforced.

Do you have any more specifics on the source? 40CFR is a massive document. A quick on-line search didn't turn up anything related to battery rooms. This seems like it would be more of a safety requirement than environmental related.

NFPA 70E specifies the aisle width of at least 36 inches, but has no requirement for dead-end length.
