hello
I am an aeronautical engineer and I need datas on the effect of fins and flares on the base drag of cylindrical afterbodies. Any links on the subject will be helpful
 
Find a copy of _Fluid Dynamic Drag_, by William F. Hoerner. The book is self-published, and the author deceased, but I think still available from family. One of the best compilations of fluid dynamic data I've ever seen. From a brief web search:

Oops, you're correct, it's Sighard Hoerner. For some reason William Hoerner sticks in my mind...was he maybe some WWII German aero designer?

I don't know about William, but Sighard Hoerner (or perhaps it would have been Hörner if the "¨" had been more widespread?) was, I'm told, in fact a WWII German aero designer.
