Barrier wall for propane,diesel tanks

Looking at a residential development project that has off-site propane tank, another site with diesel tank, that are located closer than HUD's acceptable separation distance to the buildings. Tank owner's not open to relocation or burial, so must design barrier wall to withstand potential overblast pressure, and thermal flux. Anybody had experience with same that can offer suggestions??? Haven't determined blast pressures nor heat flux, but no problem there, really need advice and direction on available technical design guidance for the structural analysis and design. Anyone familiar with specific tech references?

ASCE has a pretty good design guide available, "Design of Blast Resistant Buildings in Petrochemical Facilities." It gives you some design procedures that should be appropriate for a concrete wall. They also have "Structural Design for Physical Security". Other than this, I am not aware of much other than the Corps of Engineers documents.
