Balance vibration in pulley

Hello everyone
There is a pulley and crankshaft showed in image attach, the balance of the pulley needs to be in set the crankshaft and pulley. or only the pulley, because to these pulley we have done some reparations. Air compressor Quincy 370.

The pulley is balanced on its own. I don't think Quincy balances the crankshaft on that machine.
