At which [α] angle we don’t need “upper” formwork to avoid fresh concrete “amassing”?

PS: Hope amassing is the proper word which describe the problem.

It depends very much on the slump. Also many other factors, such as mix design, aggregate gradation, w/c ratio, admixes, 'age' of concrete, ie: what point is the hydration reacytion at? Keep in mind that stiff concrete is not easy to work with.
