You can use View relate options for symbols, notes and 2D entities.
Or for creating multiple draft entities, you can use draft view options from tool menu. Here you can set the view in which you will be doing 2D drafing.
As far as size change is concerned, if your draft entities are constructed parametrically, then only they will change to new view scale.
