I have a question on are you able to turn a autocad flat dxf
in to ProE? If so and how would you do that?

first remove the arrowheads and leader lines. Basically delete everything except for the view to import. Put the x,y where you want the 2d model to correspond in Pro/E model.

The answer is yes, you can.

Go File>Open> select dxf file type, then open.

There is also a free plugin (provided you have maintenance) that will convert a orthographic views into a 3d part. I have never actually used it but did look into it. Most parts seem to be just as easy to model from scratch and have a better model.
