From what I can see, your Si content is 0.23 and the 0.10 ASTM A106 Gr. C Si requirement is the minimum, not maximum.

Would that mean that my other values are below the minimums listed in ASTM?
 
No, the Si content is the only one that specifies minimum. All others besides Mn specify maximum, and your values fall under the maximum. Do you have a copy of ASTM A106? Keep in mind that I'm also looking at an older copy from 2011.

The chemistry is quite typical for A-106 C.
