In the Assembly Load Options dialog box there is an area marked 'Reference Sets'
How does this work and/or what is its purpose?

It allows you to specify which reference set to display when loading an assembly.

The NX help contains the details:
Home -> CAD -> Assemblies -> Loading assemblies -> Assembly Load Options -> reference sets group

Before they added the default MODEL reference set, our company standard was to create a reference set named SOLID. We would speify the SOLID reference set be loaded by way of the load option file.
