Assembly cut tools appearing in higher level assemblies

I'm working on NX6 (which I haven't used since 2010) for a client and I have an issue I can't recall seeing before. I created a number of assembly cuts (hiding tool) in a 'model' only reference set. When I insert this sub assembly in a higher level assembly the cutter (tools) re-appear. Model reference set is selected. I can hide them again but when that assembly goes into a higher assembly they are there again. I could move the cutters to an 'invisible' layer, but surely I'm just doing something wrong? Any ideas?

Remove the tool solids from the reference set.
