I don't know if ASME has a code for design of internal combustion engine valves (if that is what you are asking), but you should probably check with the SAE (Society of Automotive Engineers). I would think that it is up to the designer. If your valves break, its not usually a hazard to the public or environment, and you go out of business--end of problem.
