ASME Section I work final hydro in the field under R stamp

I have a spool section of 6" 2.25 cr pipe with a non pressure part welded to a pressure part (in the shop, under an S stamp) being sent out to the field for installation in an existing boiler that has been running for years. (NBIC applys)

Its simply a fillet welded donut welded inside a pipe basically working as a restrictor plate. The pipe is beveled on both ends ready for the guys in the field to install. Cut out old pipe, replace with new pipe.

ASME section 1 pw-54 says non pressure parts welded to pressure parts are exempt from hydro test if the material is carbon steel and the weld is looked at by the AI. This pipe is not carbon steel therefore it appears this spool section must by hydrotested to Sect 1

It also says the hydro can be done either in the shop or the field. If we choose to hydro in the field can we use NBIC rules regarding test pressure (or the lack of it entirely if using some other method such as NDE)

It appears to me this spool section requires a 1.5 x hydro pressure wittnessed by the AI no matter what.

Correct?

Why not NDE and forget hydro all together? NBIC Part 3 - 4.4(a) - "The integrity of repairs, alterations, and replacement parts used in repairs and alterations shall be verified by examination or test".
 
Thats exactly the question. Can I build something to ASME section 1 in a shop by an S stamp holder and deliver it to the field for installation by others ( a legitimate R stamp holder) and test/examine it to NBIC rules?
 
Are you classifying as a repair or alteration? Are you replacing in kind (repair), or are you "changing the dimensions or contour of a pressure-retaining item" (Alteration)? Repair will allow NDE, while Alteration states NDE can be done when pressure testing is not practicable...and requires approval from the owner and inspector.

You should consult your AI and local jurisdiction, as they will certainly have to be involved.
 
Reading your second post again, I would answer yes. I have done this many times for Sec. VIII vessels, fabricate a spool piece/nozzle for hydro/testing on site by others. Our AI and local jurisdiction have no problem with this.
 
If you follow the 2017 edition of the NBIC, Part 3, the requirement for hydro is waived for ASME pressure parts, if hydro was not performed at the shop. The Inspector must concur and if applicable the Jurisdiction
 
In addition to Metenger's comments, the R Form must indicate the alternative NDE or test method applied to the weld and why a pressure test wasn't performed in accordance with the original Code of construction. See 3.2.2(e) of the NBIC Part 3.
