Does anyone know of a single document that provides for an overview of the changes made to Section VIII Div I and addenda over the years?

Yes, For a one stop solution, check out Reedy Engineering's RA Search. It is a free download (trial) ...... But fully functional as far as I know?? .....

RA-search can be used to find the background for and explanations of Code revisions as well as Code Cases and interpretations.

For a backup and only if you are a client, try Hartford Steam Boiler Inspection and Insurance Company, they should be able to provide you with their annual ASME Code Addenda Summary/Synopsis of changes to the Code.
