ASME Sec X - Min design pressure criteria!

Please advice, If "ASME Sec X" code applicable for FRP vessels with 0.1 barg as design pressure.
Is there a minimum pressure requirement, applicable for this code?

Per section RG-121(e) the code excludes "vessels having neither an internal nor an external operating pressure exceeding 15 psi (100 kPa) with no limitation on size."
