May i know in this section, where is the clause for Hydro-static test procedure other than UG99.?

Nowhere. Even though the word or wording hydrostatic test is found elsewhere in the code, only UG-99 deals with the hydrostatic test procedure. UG-101 also deals with a test procedure where a liquid (i.e. hydro) is involved, but it aint the hydrotstatic test we all commonly refer to.

Even UG-99 is not a procedure, as such, just a collection of requirements.
