We are asked to define reforcement calcualtion for the 3"-SCH.160 size of the nozzle opening in Flat Cover (Bliend Cover (OD 600mm, Thk 140mm)
As per UG39, this is available when nozzle diameter should one forth of Bliend cover.
Please confirm this requirement whether 3" nozzle should be checked reinforcement calculation.

My understanding (and practice_ is Table 7 in ASME B16.5 allows up to a 4-inch hole in a 24-inch blind flange w/o reinforcement calculation.

can't see your point: may you reword exactly your question?
UG-39 requires a reinforcement, except for small openings treated in UG-36(c): these may be relevant to your situation, but this depends on the exact size and type of your opening.
