ASME "U" Stamp and NB registration

Good morning all,
is the NB registration necessary each time an "U" stamp is requested (even if outside the US)?

NB registration is not required. It is very helpful when you need to find that data sheet 10 years later, though. I make a point to register all vessels since the cost of registration is quite low
 
You may want to check with the Jurisdiction where the vessel is to be installed. I could be wrong, but I think most states require National Board registration of vessels.
 
NB registration is never needed in Canada - CRNs are always required and they are a lot more difficult and expnsive. As fegenbush points out you can NB register if you want.
