in ASME Section VIII Division 1 Appendix 2 - Design of bolted joints, ASME stipulates that minimum diameter of the threads shall be taken into consideration for deciding the required bolt area. do we have to take the minor diameter of the thread or the tensile area ? generally the tensile area is marginally larger than the minor diameter. which is the correct approach and why ?

The strength of bolts under ASME VIII coverage is based on the minor thread diameter and that's it.
The tensile area is not so marginally higher, and is allowed by other pressure vessel rules, not by ASME VIII.
