ASME Flange Bolt Tensile Load

I am using the ASME VIII equation to determine H and in turn wm1.

I am trying to understand what the 2 in the H term is: 2 x (3.14 x G x b x m x P)

The seat pressure makes since because it is the area of the gasket surface multiplied by the m factor and pressure P giving a force. I intuitively understand where the "2" comes from.
